The mission

The mission
Our mission is to train competent, innovative, proactive professionals who have a set of modern theoretical and practical knowledge, skills and abilities to use digital technologies to increase productivity, efficiency and effectiveness of public administration through digital transformations and to promote digital governance and e-democracy at the regional and local levels.

Historical background

Until June 2004, teaching subjects in the field of computer technology was carried out by the Chair of Economics, Finance and Information Technology. E-Government and Information Systems Chair has existed as a separate structural unit since June 1, 2004 according to the order of the director of the Institute from April 30, 2004 25 On Reorganization of the Economics, Finance and Information Technology Chair.

It was established on the basis of the Chair of Economics, Finance and Information Technology. The first head of the Chair was PhD of Economics, Docent Valerii Logvinov. Since September 2011, the Chair has been headed by PhD of Physics and Mathematics, Docent Yurii Piharev.

Since 2007, the Chair has been a leader in the training of part-time students at the qualification level Master of Public Administration within the specialization Informatization of Public Administration.

In 2016, the Chair was renamed E-Government and Information Systems.

Today, Ukraine is on the path of building a digital society, including digital governance, and therefore, the Chair has all the prerequisites for further development and improvement.


The main tasks of E-Government and Information Systems Chair are:

  • application of modern information and pedagogical technologies in the practice of organizing the educational process (distance learning, trainings, debates, discussions, etc.), including interactive visualization technologies;
  • emphasis in the educational process on the practice-oriented approach by inviting practitioners from public administration bodies in the field of digital governance and conducting visiting classes, seminars in regional and local public administration bodies to share experiences;
  • providing expert consultations, conclusions and recommendations to regional public authorities and local self-governments on issues that meet the profile of the Chair;
  • conducting classes according to the standard program and thematic seminars on civil servants advanced training in the Center for advanced training of the Institute.
