The mission

State Studies and Law Chair comprehensively promotes the development of the rule of law by forming a legal culture and awareness as a component of professional competence of civil servants and managers.

Since 2017, the State Studies and Law Chair has created a specialization Law in Public Administration within Public Administration specialty. The study of specialization disciplines contributes to the formation of students modern knowledge, skills and abilities in the legal regulation of Public Administration.

Highlight of the Chair is that practical specialists with experience of public administration bodies (lawyers, conciliation arbitrators, land managers, heads of state bodies, judges) teach at the Chair. Round tables, trainings and seminars with the involvement of domestic and foreign specialists with experience in organizing legal work in public bodies are constantly held. During the training, students have the opportunity to apply their theoretical knowledge in practice. After mastering the lecture material on the subject, the specialization group participates in visiting classed, which are held on the basis of administrative and commercial courts of Odesa.

Historical background

State Studies and Law Chair was established in 1995 as one of the first structural subdivisions of the ORIPA NAPA under the President of Ukraine as the Chair of Public Administration and Law. From 2001 to 2017, the Chair functioned as an independent unit called the Chair of Law and Legislative Process. Since 1995, the Chair has been headed by Professor, Doctor of Public Administration Volodymyr Marushchak author of more than 100 scientific papers and developer of dozens of author modules (State and Legal Regulation of the Economy, Legal Regulation of Financial Relations, etc.).


The staff of the Chair provides the educational process for the training of the first (bachelor) and second (master) levels within the full-time and part-time learning. In accordance with its mission, the Chair performs the following tasks:

  • conducting lectures, practical, seminar classes and other types of classes provided for in the curricula, as well as entrance and final exams, implementation of current (modular) control at a high scientific and methodological level;
  • management of internships, graduation theses and individual work of students;
  • development and submission for approval in the prescribed manner of curricula in disciplines (courses, modules) of the Chair;
  • preparation of textbooks, manuals, methodical recommendations, other educational and methodical materials, providing reviews of educational and methodical literature;
  • formation of proposals on topics and conducting research, management of research work of students, discussion of completed research papers and implementation of their results in the practice of Public Administration, providing recommendations for the publication of completed research papers;
  • consideration of individual plans of educational, methodical, scientific and other work of Chairs teaching staff;
  • study, generalization and dissemination of experience of educational activity of the best lecturers;
  • development and implementation of measures for the use of modern technical means and learning technologies in the classroom;
  • training of scientific and pedagogical staff, scientific guidance of graduate students, consulting doctoral students, consideration of dissertations submitted for defense in the relevant field, providing recommendations for academic titles, organizational and methodological support of internships for teachers;
  • establishing links with regional state and local self-government bodies, relevant research and educational institutions in order to identify, summarize and disseminate the best practices in the field of legal regulation and public administration, providing research and consulting assistance to state and local self-government authorities;
  • organization of systematic relations with graduates of the Institute;
  • implementation of measures to improve the skills of employees in various areas of Public Administration.
