    Post-graduate student of the Euro integration Chair Mariia Lemets took part in Odessa International Forum and the Constitutional court polylogue “Judiciary Reform: Important Step in the Right Direction. What is next” The forum took place in four sessions with provocative names - “The new Judiciary-shock to the system”, “The New World of professional, moral and independent judges”, “Corruption in the courts – is it possible to overcome it”, “The independence of the judiciary - who protects a Court”. The forum was dedicated to the discussion of such key questions: Will the new Supreme Court really new or will it be just a name change? What will happen with high specialized courts and how they will be transformed? Are international and European standards taken into account in the adoption of the “Implementation of the law”? Will the court meet “new” faces? What role will the public have in the selection and competitions? Who is responsible for anti-corruption work in judicial reform? Will the relationships declaration and the integrity declaration be an effective tool to prevent corruption? What is the role of civil society in the fighting against corruption in the judiciary? Are there sufficient constitutional changes to ensure the independence of the judiciary forever? To what extent civil society can influence on the courts and judges? The event brought together over a hundred participants, including judges, lawyers, members of the public and experts. Speakers of the forum were: Dovidas Vitkauskas – the coordinator of the EU project “Support of Justice Sector Reform in Ukraine”; Reda Moliiene – the director of National Court Administration of the Republic of Lithuania; Iaroslav Romaniuk – the Chairman of the Supreme Court of Ukraine, the member of the Constitutional Commission; Ihor Benedysiuk – the Chairman of the High Council of Justice, the member of the Constitutional Commission; Stanislav Shchetka – the member of the High Qualification Commission of Judges of Ukraine, retired judge; Sergii Petukhov – the Deputy Justice Minister for European Integration; Bohdan Monich – the Deputy Chairman of the Board of Judges of Ukraine, Volodymyr Kravchuk – the President of the Association of the judicial authorities of Ukraine, the member of the Constitutional Commission; Oleksandr Vodiannikov - National Legal Advisor, the Head of the Rule of Law OSCE Project Coordinator in Ukraine; Bohdan Nahajlo – the Chairman of Democracy Reporting International project; Markiian Halabala - Forensic expert group intensive care reform package, etc. The Forum is the part of the II Constitutional polylogue. Among other organizers of the forum there were the OSCE Project Coordinator in Ukraine, the Association for Development of the Judicial Self-Governance in Ukraine, Ukrainian Bar Association and Democracy Reporting International (DRI), The EU Project “Support to Justice Sector Reform in Ukraine”. DRI organized the Forum in the frame of the project “Beyond Kyiv, competence development actors change in the regions of Ukraine how to assist to key political reforms”. During the 12-19, June 2016


    A group of participants of “Young Generation will Change Ukraine” program (including post-graduate student of the Euro integration Chair -Mariia Lemets) were on a study visit to Sweden (Stockholm and Malmo). During the study visit, they met with representatives of various organizations: Maxim Kunitsia - a member of the Ukrainian community of Sweden; Niklas Valberh - Executive Director of the Analytical Center of Social Entrepreneurship Forum; Anastasia Borodiyenko - International student ambassador of Master's Programme in Urbanism Studies (KTH Royal Institute of Technology); Carl Peterson and Charles Elmstam- project managers of Openaid.se (SIDA); Thomas Arktedius - the head of Center for Social Entrepreneurship of Sweden; Kerstin Lundgren and Anders Johnson - leaders of the Party Central of Sweden (meeting was held in Parliament); Setsiliya Andre - representative of the Swedish Institute; representatives of TIMBRO - Sweden leading think tanks; representatives of the Swedish environmental protection agency; representatives of URBIO AB; representatives of Invest in Skane; representatives of the City of Malmo Business pilot and others. During the visit Stockholm City Council organized several meetings with the vocational field trips, including the «Urban development and renewal», «District heating, cooling and water management» for the participants of the Program. Also the group visited and clearly acquainted with the activities of Stockholm Vatten AB, which provides water and wastewater services in Stockholm. During the period of stay in Sweden participants attended the conference Stockholm Criminology Symposium, which lasted three days. There they had a chance to talk about the main challenges facing countries in the field of rule of law and human rights guarantee with Morgan Dzhohanson - the Minister of Justice and Migration of the Ministry of Justice of Sweden, scientists in the field of law, such as Travis Khirshchi (University of Arizona, USA), Kessi Spas Vid (John Jay College of Criminal Justice and City University of New York, USA), Pierre-Olof Vikstrium (University of Cambridge, UK), Lorence Sherman (University of Cambridge and University of Maryland, UK and USA). Also students took part in the workshop – “Building rule of law system capacity: Swedish policy for global development in practice”. Much attention was devoted to the issues of legal reforms to support peace and development in Ukraine, Sweden role in this process. During the discussion with Hance Iervestam (The Swedish Police Authority), Linda Bilfalk Ekerlund (The Swedish Prosecution Authority), Karl-Iokhan Breitkholts (The Swedish National Courts Administration), Sarang Ashani (The Swedish Prison and Probation Service). Sides substantiate their vision of legal reforms in Ukraine and highlighted key points for further developments, discussed the legal system of Sweden and Ukraine and the possibility of adapting the positive experience of Sweden in Ukraine. A study visit is just one of the stages of the program of Bohdan Hawrylyshyn Foundation “Young Generation will Change Ukraine”. No less active and responsible actions await participants at the end of the visit. During the period from the 5th till the 13th of June


    In the period 23-25, June 2016 Associate Professor of European Integration Chair Dr. Viktor Komarovskyi visited the University of Alexandru Ioan Cuza (Iasi, Romania). Series of meetings with officials of the University were held. They agreed to continue cooperation in the following areas:
- the exchange of training programs;
- the organization of training of professors, students and post-graduates in the frame of "Erasmus +" program;
- exchange of lecturers delegations in the current year.
Particular attention during the meeting was focused on the preparation of project proposals for programs funded by the European Union in the field of education and research. The basic provisions of the draft Operational Programme Romania-Ukraine 2015-2020 were agreed. The project is going to be submitted in November 2016. The practical result of the working visit is also a completion of discussion in the Center for European Studies of the University concerning the joint training program "Management of European projects". It is assumed that the training will be carried out with the participation of Romanian and Ukrainian professors with the publication of a European certificate.






During the period from the 5th till the 13th of June


    During the period from the 5th till the 13th of June, 2016 Associated professor of the Law and Legislative Process Chair Dr. Ielizaveta Lvova took part in the “Spring School: Human Rights as a Key for Democracy” (Saarbruecken, Germany). During the studying at school Dr. Ielizaveta Lvova visited lectures and workshops which were held by outstanding European scientists: - Prof., Dr. Pascal Hector, Foreign Office Germany “Accession Process and Enlargement of the EU”; - Prof., Dr. Thomas Giegerich, Director of the Europa-Institut “Charter of Fundamental Rights of the EU and Human Rights Protection in Europe”; - Prof., Dr. Zlatan Meskic, University of Zen³ca “History of European Integration”; - Prof., Dr. Georg Ress, Europa-Institut “The EU and Human Rights”; - Dr. Andreas Marchetti, University of Bonn “The Neighborhood Policy of the EU”; - Prof., Dr. Gerd Morgenthaler, University of Siegen “Globalization and Power Politics in the 21-st Century”. Proposed lectures, case-studies, small group work and scientific discussions gave participants the opportunity to exchange views significant scientific and practical experience on human rights, the rule of law, promoting democracy, the process of European integration and enlargement. Participation in the Spring School also has provided an opportunity for all participants, including 20 scientists from Ukraine and Germany, to visit the European institutions (Council of Europe, European Court of Human Rights) in Strasbourg, France. The goal of study visit was to familiarize young researchers with the problems of modern Europe, European integration and human rights (invitation to the Europa-Institut of Saarland University with financial support from the DAAD and the Ministry of Foreign Affairs of Germany). Dr. Ielizaveta Lvova received a certificate and valuable knowledge and practical skills of scientific and educational activities which will be implemented in the educational process in the ORIPA NAPA under the President of Ukraine (course "Adapting Ukraine's legislation to EU").






From 05th till 16th of June


    In the period from 05th till 16th of June, 2016 two students of the Public Administration faculty of ORIPA NAPA under the President of Ukraine (H. Kazanskyj, V. Albur) took part in an international training program on the support of democracy in Ukraine “Summer School” of Berlin school in Economics and Law, which was held in Germany (Berlin). The participants in the program were 18 Ukrainian young specialists from Kyiv, Lviv, Kharkiv, Dnipropetrovsk, Zaporizhya and Odessa, who were selected on a competitive basis. The prerequisite for participation in the program was a good command of English, as all activities were conducted exclusively in English. As part of the curriculum in Berlin the ORIPA representatives: - familiarized themselves with the work on the practice of the Berlin Administrative Court and attended the public hearing on the visa case; - visited a public organization to provide shelter and protection of the rights of emigrants, where took part in an interactive conversation with representatives of the relevant services on migration issues; - visited the Bundestag and the Bundesrat; - familiarized themselves with the structure and powers of the Berlin police; - attended lectures on local government, lectures on private-public partnership in Germany, European law, e-governance, principles and forms of implementation of administrative law in Germany, structure and legal regulation of public service in this country, as well as issues of accountability of public servants. At the end of an international training program, all participants were awarded with certificates and electronically recorded lecture materials.






The Director of the Institute Prof. Mykola Izha visited the Consulate General of the People’s Republic of China in Odessa


    On the 2nd of June, 2016 director of the institute Prof. Mykola Izha, head of the International Relations Sector Mr. Andrii Maiev and associate professor of Philosophy and Social and Political Sciences Chair Dr. Larysa Kurnosenko visited Consulate General of the People’s Republic of China in Odessa. They have met acting Consul General Mr. Go Hunlian and other staff of the diplomatic establishment. During the meeting prof. Mykola Izha told about the activity of the institute, cooperation with Chinese partners, the representation of the Chinese experience in the scientific publications. Also he presented scientific publications which were made by the scientists of the institute. Everyone noted the dynamic development of the cooperation between China and Ukraine in different spheres and strengthening of friendly relations between the peoples of both countries. Besides that there was the discussion about the continuation of the cooperation between the ORIPA NAPA under the President of Ukraine and Beijing Administrative College. The parties agreed on the organization of the presentation in the institute by the representatives of the Consulate General. In conclusion, professor Izha thanked the Chinese diplomat for hospitality and expressed his hope for future cooperation.






Famous scientist and social activist Bogdan Hawrylyshyn visited the Institute


    Famous scientist and social activist, public figure, member of the Roman Club Dr. Bogdan Hawrylyshyn and the head of Bogdan Hawrylyshyn Foundation Mrs. Olena Bekreniova visited the Institute on the 26th of May, 2016 As part of the visit the guests have met with the director of the institute Prof. Mykola Izha. During the conversation the importance of the qualitative civil servants’ training for making urgent reforms was discussed. Dr. Hawrylyshyn told about the activities of the Foundation especially connected with the youth’s cooperation. He made a note in the book of honorable guests of the Institute. After the meeting, Dr. Hawrylyshyn made the presentation "The Role of Youth in the Future of Ukraine" for students, postgraduate students and staff of the Institute. During his speech he touched on many pressing challenges, stressed the importance of systemic change in the economic and political spheres. According to the scientist’s opinion our country will achieve success through young, talented, creative patriots, whose education should become priority. Ms. Bekreniova told in details about the program "Young Generation Will Change Ukraine", which is implemented by Bogdan Hawrylyshyn Foundation. Through this program, hundreds of young Ukrainians acquainted with the best practices of European countries. In 2015 five members of our Institute were able to participate in the study visit to Germany in the frame of the program after being selected within the serious competition. At the end of the event the director of the Institute Prof. Izha sincerely thanked Dr. Hawrylyshyn for interesting speech and expressed hope for new meetings.






The intern of the institute Bettina Lauss made the presentation “Vienna – the history and contemporaneity”


   The intern of the institute Bettina Lauss made the presentation “Vienna – the history and contemporaneity” on the 11th of May, 2016. The presentation was held in English. The audience was made up of the public administration faculty students. Director of the institute, Prof. Mykola Izha, was invited on the presentation as well. Due to his initiative and support the Ukrainian and Foreign Languages Chair and International Relations Sector organize a lot of events in English for students, post-graduates and the staff of the institute. At the beginning of the presentation the head of the International Relations Sector, Mr. Andrii Maiev, presented the speaker, told about her internship in the institute and accented on the importance of the English learning in the modern World. Bettina has presented the history, architecture, sightseeing of Vienna and some interesting facts about it. Also she mentioned the information about the Austrian political life. After the presentation the intern answered to all questions.






The representatives if the Institute took part in the study visit “Polish Commune. Experience for newly created communities of Ukraine”.


   From the 17th till the 23d of April, 2016 the representatives of the ORIPA NAPA under the President of Ukraine Dr. Igor Kuspliak and Dr. Mykhailo Svirin took part in the study visit for the community of Odessa region on “Polish Commune. Experience for newly created communities of Ukraine”, which was organized by the Institute and Study Tours to Poland of Panel of Eastern Europe named after Jan Nowak-Jezioranski. The visit took place in Gdansk and the territory of the Pomeranian province, where the participants got acquainted with the administrative and territorial structure of Poland, the organization of local self-government, the distribution of functions and local fiscal system, attracting investment, transport infrastructure, scientific technological parks and social protection. In particular, there were meetings with Marshal of the Pomeranian province, Consul of Ukraine in Gdansk, vijts of gmina Kobylnica, Putsk and New Tavern, mayor of Kostsezhynsk County, deputy mayor of Gdynia and other officials of local self-government. The delegation also visited the small and medium enterprises, the school, the kindergarten, the house of culture, wind turbines, water purification system, the center of social protection in Kostsenzhynsk County, Pomeranian Center of Agricultural Consulting in the village Luban, Pomeranian Science and Technology Park (Gdynia) and the Baltic port of new technologies (Gdynia). As part of the cultural program, participants visited the tours of the historic downtown of Gdansk, the European Solidarity Center, Palace of Culture and Science in Warsaw. According to the participants’ impressions, meetings and visits in Poland brought new knowledge, useful contacts and information that will be used in their professional work and the cooperation with Polish partners.

   From 18th till 22nd of April, 2016 delegation of 11 people from ORIPA NAPA office of the President of Ukraine participated in the seminar "Public Administration in Poland - tasks and responsibilities", which was organized and held at the National School of Public Administration (KSAP, Warsaw, Poland) supported by the Polish-American freedom Foundation. The delegation included Associate Professor of European Integration Chair Natalya Kaduk, PG Galyna Kusplyak and Oleksandra Kubrak, students of the Public Administration faculty: Y. Bondarenko, S. Vasylyshyn, K. Marchenko, E. Palamarchuk, L. Ratko, A. Rohulskyy, S.Riabokon and G. Semeniuk






The representative of the institute participated in the opening ceremony of the photo exhibition “Time. Space. City” displaying works by Turkish photographers was held at the Institute


   On the 15th of April, 2016 the head of the International Relations Sector Mr. Andrii Maiev participated on behalf of the director of the institute in the ceremonial opening of the photo exhibition “Time. Space. City”, displaying works by Turkish photographers, which took place at the Museum of Modern Art of Odessa. The ceremonial opening of the photo exhibition, conducted with the help of the Consulate General of the Republic of Turkey in Odessa, was attended by the Consul General of the Republic of Turkey in Odessa Mr. Cemil Ufuk Togrul, the director of the Museum of Modern Art of Odessa Semen Kantor, head of the Department for International Relations of the Odessa City Council Svitlana Boieva, foreign diplomats, representatives of universities, artists and journalists. At the beginning of the event, Mr. Cemil Ufuk Togrul emphasized the importance of strengthening the cultural relations between the Republic of Turkey and Ukraine and opened the photo exhibition. The photographs were dedicated to the port city of Izmir, which has many similarities with Odessa and has been developing quickly during the last decade. After the ceremonial opening, all interested had the opportunity to observe the photographic works and to talk personally to the artists.






Presentation of the Fulbright program for academic exchange was held at the Institute


   The Fulbright program for academic exchange, which exists since 1946 and is sponsored by the U.S. government, was presented to master and PhD students of ORIPA NAPA under the President of Ukraine on April 4th, 2016. The presentation was given by the assistant of the program Mrs. Anna Pasenko. At the beginning of the event, head of the International Relations Sector of the institute Andrii Maiev introduced Mrs. Pasenko to the audience and particularly mentioned the program high reputation in the international education system. During the presentation the master and PhD students of the institute were informed about the Fulbright program history as well as about requirements for scholarships for studying, internships and researches in American universities. Mrs. Pasenko also spoke about graduates of the program, among whom there are many famous people from Ukraine and many scholars from higher education institutions of Odessa. At the end of the presentation, Mrs. Pasenko answered the questions of the audience, which mainly revolved around details of the selection process, and provided information materials and contact details for everyone interested in it.






Visit of the specialist in European political issues, employee of Friedrich Schiller University Jena, Germany – Kai Witzlack-Makarevich


   Mr. Kai Witzlack-Makarevich, specialist in European political issues, employee of Friedrich Schiller University Jena, Germany, gave a presentation on the “Enlargement of the European Union and partnership for the states of Eastern Europe: Prospects for Ukraine” on the 18th of March 2016.
   At the beginning of the presentation, head of the International relations sector Mr. Andrii Maiev welcomed the guest on behalf of the administration board of the institute and spoke about the importance of foreign experiences in civil servants training. The audience was made up of students of the public administration faculty.
   Mr. Witzlack-Makarevich spoke about the most important steps of the creation of the European Union, basic values of a united Europe and criteria for potential candidate countries. The other important points in the presentation were the existing problems of the EU, relations with the states of Eastern Europe and the practical significance of the EU-Ukraine Association Agreement.
   At the end of his presentation, Mr. Witzlack-Makarevich answered the questions of the audience that concerned the support of the EU and its individual countries for Ukraine, which is at the moment going through a difficult period, the enlargement of a united Europe and the interrelationship between the states of the European Union.






Representative of the institute participated in the celebration of the Greek National Day


   Head of the International relations sector of the ORIPA NAPA under the President of Ukraine Mr. Andrii Maiev participated in the celebration of the Greek National Day on the 25th of March 2016. The event was organized by the Association of Greek Businessmen and Companies in Ukraine and the Consulate General of Greece in Odessa.
   Among the participants of the event there were: Consul General of Greece in Odessa Antonios Haziroglou, President of the Association of Greek Businessmen and Companies in Ukraine Panteleimon Bumburas, Representative of the Ministry of Foreign Affairs of Ukraine in Odessa Kostyantyn Rzhepishevskyy, Secretary of the Odessa city council Aleksei Potapskii, Head of the department of international relations of the Odessa city council Svitlana Boieva, chiefs of international diplomatic missions, representatives of educational institutions, clergy, the Greek minority as well as the mass media.
   Mr. Maiev on behalf of the Director of the institute congratulated the Consul General of Greece in Odessa on the National Day and expressed the wish for a further cooperation.








   In the period from the 7th to the 11th of September 2015 PhD student of the European Integration Department Maria Lemets took part in the program «Visegrad School of Political Studies Meets Eastern Partnership» in the Polish city of Warsaw, organized by the European Academy of Diplomacy. The event was a continuation of the current Visegrad School of Political Studies and aims to promote collective and individual experience sharing for democratic change among young political, civic and government leaders of the Visegrad countries and the countries of the Eastern Partnership.
The program was organized in cooperation with the Council of Europe, the Ministry of Foreign Affairs of the Republic of Poland and the International Visegrad Fund. Every year the representatives from Eastern Europe (Armenia, Azerbaijan, Belarus, Czech Republic, Hungary, Georgia, Moldova, Poland, Slovakia and Ukraine) take part in the Visegrad School of Political Studies.
This year all the participants of the program had the opportunity to attend seminars on European integration, civil society and received information on the experience of countries in transition. The program language was English. At the end of the event all the participants received international certificates.








On September 25th 2015, the Head of the International Relations Sector A. Maiev, and the Associate Professor of Philosophy and Social and Political Sciences Chair L. Kurnosenko took part in the official reception on the occasion of the sixty-sixth anniversary of the founding of the People's Republic of China.
Among the participants of the event there were: the first deputy head of the Odessa Regional State Administration V. Zhmak, the first deputy head of the Odessa Regional Council I. Smirnov, the vice-mayor of Odessa V. Shandryk, the 2nd Secretary of the Delegation of the Foreign Office of Ukraine to Odessa I. Krut, heads of educational institutions, employees of diplomatic missions, international organizations and the media.
The General Consul of China in Odessa, Cao Yunlong opened the event. He noted the dynamic development of the economy of the state and particularly emphasized the desire of China to promote cooperation and maintain friendly relations with other countries.
The greeting speeches of representatives of the Ukrainian government and local authorities expressed congratulations to the Chinese people for the anniversary of the founding of the state and expressed hope for further development of the Ukrainian-Chinese cooperation.
The representatives of the Institute expressed their best wishes to the General Consul on behalf of the director of the institute M. Izha and invited the Chinese diplomat to take part in the jubilee scientific conference dedicated to the 20th anniversary of the ORIPA NAPA under the President of Ukraine.

In the period from the 18th to the 26th of July 2015, the delegation of the National Academy for Public Administration under the President of Ukraine (which included the professors of the departments of philosophy and social and political sciences, regional policy and public administration, public administration and local self-government, economic and financial policy and management of organizations of our Institute) took part in a study visit to Georgia. The event was held in the framework of the International educational program of training for civil servants in the field of European integration and public administration.
The program participants from the Institute were: Doctor of Philosophy, Professor S. Ovcharenko, Doctor of Political Sciences, Professor E. Mamontova, Ph.D., associate professor M. Ohanisyan, PhD in Public Administration, associate professor N. Pirozhenko, Ph.D. in Economics, associate professor I. Jatskevich, senior lecturer M. Tomashevskaya.
The delegation visited the Caucasus School of Public Administration of the Caucasus University (Tbilisi), where the fruitful meeting with the dean of the School Dr. Sergei Kapanadze took place. During the discussion of Georgia's experience of training in public administration plans for cooperation with the Odessa Regional Institute for Public Administration under the President of Ukraine were outlined. Also, the participants of training programs had the opportunity to get acquainted with the organizational principles of the separation of powers in Georgia and new technologies in the organization of administrative services. During the trip, except for Tbilisi, the delegation also visited the cities of Batumi, Kutaisi, Zugdidi, Signag³, Borjomi, Tskhaltubo and Poti.


From the 16th to the 23rd of August 2015, a graduate student of the European Integration Department Mariia Lemets participated in the International Summer School «Prospects for Democracy, Stability and Europeanization in Ukraine: Lessons from the Baltic Experience», which was held in the cities Tartu and Tallinn (Estonia). The aim of the program was to provide an opportunity for young Ukrainians to reflect on the changes and challenges that Ukraine faces in the light of the reform and transformational experience of the Baltic countries.
The program was organized by the Centre for Research of the European Union and Russia of University of Tartu, whose head Dr. Piret Ehin was directly involved in all the activities.
The school program included lectures and seminars as well as visits to various government agencies and meetings with politicians, civil servants and society activists. In particular, the following topics were discussed:
1) Democracy, justice and the rule of law;
2) Processes and the formation of a nation in divided societies;
3) European integration, including EU enlargement and neighbourhood policy;
4) Factors affecting the security and stability both within countries and the former Soviet Union (a special attention was paid to the policy of the Russian Federation);
5) Transformation processes and analysis of the experience of reform in Estonia, Latvia and Lithuania.
The Summer School was attended by 30 representatives of Ukraine and 20 students who study in Estonian universities, including foreign students.
The working language of the event was English. The Summer School was held in Tartu, the second largest city of Estonia, which is the oldest and most famous Estonian University. The last two days of the program were held in Tallinn. Financial support for the Summer School was provided by the Ministry of Foreign Affairs of Estonia through the Program for Development and Cooperation.

In the period from July the 1st to August the 20th 2015, Associate professor dr. Ielizaveta Lvova from the Chair of Law and Legislative Process took part in a training program at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg (Germany). Funding for the program was fully guaranteed by the receiving part.
During the training the representative of the Institute worked on the research project "Theoretical and practical problems of formation of global constitutionalism", attended the scientific and communication activities and discussed professional issues with professors from Germany and other countries.
Also, dr. Lvova prepared two scientific publications to be included in international collections and gathered materials for use in the educational process.

From 01.03 to 12.07.2015 Daria Demir participated in the Erasmus program in Germany (Wismar). This experience has given a lot of opportunities such as: learn the culture of other countries, cultivate and improve language skills (English and gain a new level C1 of German), in addition, to set up links with international students more than 12 different countries. During the semester, students have organized international events, where Daria had the opportunity to present to other students Ukraine, Odessa and educational institution.
Also the representative of the Institute had the opportunity to travel to Italy, France and Germany.

In the period from 22 to 26 June 2015 the student of the Faculty of Public Administration O.Yaroshynsky took part in the Visegrad School of Political Studies (V4 EaP), which was held in Warsaw, Poland. The program is organized in cooperation with the Council of Europe, the Ministry of Foreign Affairs of the Republic of Poland and the International Visegrad Fund.
Aim of the program is the training of young political, social and governmental leaders from Eastern Partnership countries. Every year in the Visegrad school of political studies participate 30 representatives from Eastern European countries (Armenia, Azerbaijan, Belarus, Czech Republic, Hungary, Georgia, Moldova, Poland, Slovakia and Ukraine). This year, the program participants had the opportunity to attend the seminars on European integration, civil society and received information on the experience of countries in transition. At the conclusion of the work V4 EaP all the participants received the international certificates.

On the 15th of June, 2015 there was held a working visit to the Institute, of expert of the German society for international cooperation (GIZ), retired Prime Minister of the Federal
Land of Saxony Professor Dr. Georg Milbradt.
In the framework of the visit, the German expert met with the first Deputy Director of the Institute Mykola Popov, who told about the system of civil servants’ training in Ukraine, the main directions of the Institute activity and history of cooperation with German organizations. For his part Dr. Milbradt thanked for the opportunity to attend the Institute and speak to its staff. He also stressed that the visit was made possible thanks to the financial support from GIZ, whose representatives accompanied the expert, and the Konrad Adenauer Foundation.
After the meeting, the expert gave a lecture on “Successful economic policy – the German experience. Social market economy” for the research and teaching staff, heads of departments, PhD and Master students of the Institute. Dr. Milbradt touched upon the issues of state regulation of economic relations, the development of small and medium business, tax policy, alignment of economic imbalances, and also answered questions from the audience.
Mykola Popov on behalf of the administration of the Institute thanked the German expert for interesting and informative presentation and wished successful work during his stay in Ukraine.

On the 10th of June, 2015 the director of our institute Professor Mykola Izha met the representatives of the Consulate General of China in Odessa: the Consul General Mr. Cao Yunlong, Deputy Consul General Mr. Guo Hunlyan and Consul Mr. Lu Chun Hua. The meeting was also attended by the members of our institute: head of International relations sector Andrii Maiev and associate professor of Philosophy and Social and Political Sciences Chair Larysa Kurnosenko.
During the meeting the director of the institute stressed the importance of bilateral relations with the Chinese Consulate General in Odessa and noted that it was under the auspices of the Chinese diplomatic mission that ORIPA NAPA under the President of Ukraine began a professional collaboration with the Beijing Administrative College. Both sides expressed hope for continuation of mutually beneficial cooperation as well as strengthening and development of friendly relations between China and Ukraine.
Prof. Mykola Izha personally invited the Consul General at the celebrations dedicated to the twentieth anniversary of our institute, which will be held on September 11, 2015.

On May 27, 2015 the head of the International relations sector A. Maiev on behalf of the director of our institute took part in a solemn reception at the Consulate General of Turkey in Odessa. Among the participants of the reception, organized on the occasion of completion of work in Ukraine by Consul General of Turkey in Odessa Mrs. Nur Sagman, there were heads of foreign diplomatic missions accredited in Odessa, officials and representatives of local authorities, universities, businessmen, journalists and artists. Initially the event was opened with a speech to the audience by Consul General of Turkey in Odessa, who expressed her sincere gratitude to all those present for their cooperation, understanding and support during her tenure. The Ukrainian side was represented by: the head of Department for foreign affairs and European integration of Odessa regional state administration E. Volynets, secretary of Odessa city council O. Bryndak, representative of the Ministry for foreign affairs in Odessa K. Rzhepishevskiy. They expressed thanks to the Turkish diplomat for her fruitful work in Odessa, during which many interesting and mutually beneficial projects in different spheres were realized. A. Maiev on behalf of the institution thanked the Turkish diplomat for cooperation and wished success in her further diplomatic career.


On the 30th of April, 2015 Director of the Institute prof. Mykola Izha, Head of the International Relations Sector Andrii Maiev and Associate Professor of the Department of Philosophy and Social and Political Sciences Larysa Kurnosenko were invited to the Consulate General of Peoples Republic of China in Odessa, where they took part in a working meeting with the head of diplomatic mission Mr. Zao Yunlong. During the meeting it was stressed the importance of cooperation between Ukraine and China in various fields and strengthening of friendly relations between the peoples of both countries. Professor Izha told the Consul General about the cooperation between our educational institution and Beijing Administrative College and, in particular, about the visit of delegation of the Institute to China in June 2014. In conclusion, professor Izha thanked the Chinese diplomat for hospitality and invited him to visit the institute at a convenient time and speak to the staff of the institution.

On the 24th of April 2015 the Director of the Institute M. Izha and Head of the International Relations sector A. Maiev on the invitation of the Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to Ukraine Dr. Argita Daudze visited the concert of the maestro Gidon Kremer and the chamber orchestra "Kremerata Baltica" in Odessa Opera and Ballet Theater after which there was a gala reception at the hotel "Bristol". Among the participants of these activities, that were organized on the occasion of Latvia's presidency in the Council of the European Union, there were: the Minister of Culture of the Republic of Latvia Dace Melbarde, Honorary Consul of the Republic of Latvia in Odessa Oleg Veretennikov, Deputy Minister of Culture of Ukraine on European Integration issues Andrii Vitrenko, representative of the Ministry of Foreign Affairs of Ukraine in Odessa Konstantin Rzhepishevsky, as well as the employees of state and local self-government authorities, heads of educational institutions, foreign diplomatic missions, artists and journalists. Dr. Argita Daudze in her speech emphasized the great importance of the country's presidency in the EU Council and thanked everyone who participated in organizing of the events for the occasion. The Latvian diplomat individually noted the importance of establishing of professional relationships with the ORIPA NAPA under the President of Ukraine. From its part, M. Izha expressed his personal gratitude to Mrs. Ambassador for the opportunity to enjoy the unrivaled art of the Latvian orchestra and expressed his hope for the continuation of bilateral cooperation.


On the 24th of April 2015 the institute was visited by the representative delegation of the Embassy of Latvia in Ukraine which included: the Extraordinary and Plenipotentiary Ambassador of the Republic of Latvia in Ukraine Dr. Argita Daudze, the Minister of Culture of the Republic of Latvia Dace Melbarde, the Honorary Consul of the Republic of Latvia in Odessa Oleg Veretennikov, the political expert, journalist Dr. Alekseys Grygoryevs and other officials. The delegation was accompanied by the Deputy Minister of Culture of Ukraine on European Integration issues Andrii Vitrenko. The guests were warmly welcomed by the director of the institute professor M. Izha who has expressed his gratitude for the visit and stressed the importance of activities that were organized on the occasion of Latvia's presidency of the Council of the European Union. After the meeting with the director the members of the delegation have had an excursion around the institution. They have visited the Museum, classrooms, assembly hall and photo exposition dedicated to Latvia, which was placed on the 3rd floor of academic building. Also, in the framework of the visit Dr. Alekseys Grygoryevs gave a lecture “Myths of Russia, Reality of Latvia” to the students and staff of the institute. In his speech he particularly emphasized the irreversibility of the country's European course, touched the historic aspects of the Republic of Latvia in the gaining of its independence, progress in economic and cultural spheres, spoke about the process of integration into Latvian society of the Russian speaking population and deprivation of effects of the former communist past. The expert resolutely refuted the statements about large-scale problems of his country's economy and other areas related to the European choice of Latvia that are actively spread by the Russian propaganda. After his speech, Dr. Grygoryevs answered the numerous questions from the audience, dealing with the economic consequences of Latvia's accession to the euro area, the prospects for the young generation of the country, priorities of presidency of Latvia in the EU Council, mechanisms of support for the entrepreneurship and small business development. At the end of the event the director of the institute prof. M. Izha expressed his gratitude to Latvian expert for the interesting and informative speech and emphasized the irreversibility of the European course of our country, in the practical implementation of which it is extremely important to study the experience of European states.

On April 16, 2015 our institute hosted a meeting-presentation "Guarding peace and harmony", organized by Odessa Regional Council of Peace and Odessa eparchy. The event was attended by the director of the ORIPA NAPA under the President of Ukraine, head of the Odessa Regional Council of Peace M. Izha, members of the organization, acting head of the Representative office of Ukrainian MFA in Odessa Y. Krut, representatives of foreign diplomatic missions accredited in Odessa, as well as students and staff of the institute. M. Izha opened the meeting and presented to the audience the representatives of diplomatic missions, members of the Presidium of Odessa Regional Council of Peace and other dignitaries. At the beginning of his speech, he expressed his deep gratitude to foreign diplomats for the powerful support to Ukraine by the world community in a difficult period for our country. M. Izha stressed friendly professional relationships with many foreign diplomatic missions, whose leaders have visited our institute and lectured for our team. Also, our director noted the role of the institute as the leading institution for a nationwide system of civil servants training for public authority bodies and business organizations of the South of Ukraine, and emphasized the active conduct in our institute of educational work, the importance of patriotism, respect for human values, spiritual traditions of the Ukrainian people, the ideals of peace, humanity and harmony. In turn, Y. Krut congratulated on behalf of the Representative office of Ukrainian MFA in Odessa participants of the meeting and emphasized the important role of Odessa Regional Council of Peace, as an organization dedicated to peace-making, cultural and educational activities, which actively promotes the humanistic principles of development of society, the activities of which are highly relevant today. During the meeting, there was also a demonstration of the documentary "Messengers of peace" (author A. Gorchakov), dedicated to the activities of the Odessa Regional Council of Peace and was presented a program for Charity arts festival "Easter meeting", which has been held annually since 1995.

On April 14, 2015, Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia in Ukraine Dr. Argita Daudze and Honorary Consul of the Republic of Latvia in Odessa Oleg Veretennikov had a working visit to our institute. During a meeting with the director of the institute professor Mykola Izha, Mrs. Ambassador stressed the importance of cooperation between the Republic of Latvia and Ukraine in the field of education, emphasizing the close professional ties between the Embassy and the National academy of public administration under the President of Ukraine. Also, the diplomat spoke about the celebrations, cultural and educational events that will be held in Odessa on 23 and 24 April 2015. In particular, an agreement was reached about the lecture of the Latvian journalist Alex Grigorievs to the students, graduate students and staff of our institute. For his part, professor Izha thanked for the visit and the strong support of Ukraine from the Republic of Latvia and the European Community, which is very important in difficult times for our country. Besides foreign diplomats had a brief view on the main activities of the institution, new specialties, which will be introduced, scientific work, international cooperation. Also, during her visit, Mrs. Ambassador had an excursion around the institute and visited the museum exposition, classrooms and assembly hall.

On April 2, 2015 the Head of International relations sector Andrii Maiev on behalf of the director of our institute took part in the opening ceremony of the festival "French Spring 2015", which is held annually by the French Embassy in Ukraine and the Alliance Francaise in Odessa. Among the participants of this event, which was held in Odessa art museum, there were the director of the Alliance Francaise in Odessa Sylvain Bano, the representative of the Ukrainian Ministry of foreign affairs in Odessa K. Rjepishevskiy, the deputy director of the Department of Foreign affairs and European integration of Odessa regional state administration Y. Riznikova, the director of the of International relations department of Odessa city council S. Boieva, foreign diplomats, representatives of educational institutions, artists and journalists. After the official part of the event participants familiarized with the photo exposition "Marseille-Odessa: cross-view" and were invited to an interesting lecture by the French historian, curator of the Department of National heritage of the Marseille Chamber of Commerce Patrick Boulanger. Festival "French Spring 2015" will last in April and foresees holding of various cultural events that are of interest not only to speakers of the French language, but also to a wide range of admirers of French culture.

   Associate professor of Law and Legislative Process Chair Dr. Ielizaveta Lvova took part in a scientific symposium, which was held from 20 to 22 November, 2014 in Berlin (Germany). Among the participants of the symposium there were practicing lawyers and scholars - experts in the field of jurisprudence from Eastern Europe. Dr. Lvova gave a presentation on “Role of administrative courts as agents of control over the relationship between citizens and the administration in Ukraine” in one of the sections. The outcome of the symposium will be published in collection of scientific papers.

   On October 31, 2014 a round table in video mode between Odessa regional institute for public administration of the National academy for public administration under the President of Ukraine (ORIPA) and the University of Alexandru Ioan Cuza (Al.I.Cuza, Iasi, Romania) on the theme: "ORIPA- Al.I.Cuza: steps towards" was held at the Institute.    Within the framework of international cooperation between ORIPA NAPA under the President of Ukraine and the University of administrative sciences of Speyer (Germany) the first year graduate student of the Department of European Integration Syomova Tetiana took part in an internship on the basis of the German school partner, which lasted for 2 months from 15.08.14 to 15.10.2014. During the internship graduate student had the opportunity to use available scientific facilities of the university. It is also important to note attention and assistance from Professor Andreas Knorr, who directly supervised the intern and professor Michael Bauer as the scientific director.

   In the period from June 29 to July 12, 2014 a group of representatives of ORIPA NAPA under the President of Ukraine took part in an international training program on the support of democracy in Ukraine "Summer School of Economics and Law", which was held in Germany (Berlin). Participants in the program were 25 Ukrainian young specialist from Kiev, Lvov, Kharkov, Dnepropetrovsk, Zaporozhye and Odessa, who were selected on a competitive basis. Prerequisite for participation in the program was a good command of English, as all activities conducted exclusively in English.

   On May 14, 2014 On May 21, 2014, director of our institute Dr. M. Izha, lecturers, graduate students and students of the ORIPA NAPA under the President of Ukraine took part in the International scientific and practical conference "Liberalization of the visa regime between Ukraine and the EU : who will win? " . During the conference, representatives of the ORIPA NAPA under the President of Ukraine took an active part in the discussion of problems.

   On May 14, 2014 our institute held a round table "Development of local communities as a guarantee of effective state", initiated by the National academy for public administration under the President of Ukraine with the organizational support from its Odessa regional institute.

   On the 24th of April 2014 the XV Ukrainian annual student scientific and practical conference with participation of international experts "Modern management: models, strategies and technologies" took place in the Institute.

   From 14 to 17 April, 2014 associate professor of the Chair of information technology and systems management I.S. Kusplyak joined the working group on the development of e-governance system at the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine in Warsaw (Poland).

   The Associate Professor of the Department of Public Administration and Local Self Government N. Pirozhenko took part in the seminar "Public Procurement within the framework of projects financed by the World Bank" that was held in Chisinau (Moldova) in the office of the World Bank (7-9 April 2014) .

   On the 11th of April, 2014 in Odessa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine there was held a videoconference organized for the participants from schools of Baku (Azerbaijan) and Odessa (Ukraine) on the occasion of the 70th anniversary of the liberation of Odessa from fascist invaders.

   From 6 to 9 April, 2014 a first-year student of "Public administration" Katerina Rogachevska and first-year students of "Project management" Diana Nedbailo, Anna Kozhukhar, Katerina Novakovska participated in a visiting training session on "Etiquette and diplomatic protocol", which took place in Budapest (Hungary)..

   From 2 to 6 April, 2014 in Odessa was held the 7th session of "EU Study Days in Ukraine". EU Study Days is an educational project that provides an opportunity for Ukrainian students and graduates to learn more about the European Union. Lecturers are leading Ukrainian and European experts from the European Union and integration processes on the continent. Participation in the school is free of charge, and the selection is based on competition.

   On March 28, 2014 Director of the ORIPA NAPA under the President of Ukraine, Professor Mykola Izha held a working meeting with experts of the project "National Dialogue" of the Organization for Security and Cooperation in Europe (OSCE) Bostjan Malovrh and Ricardo Leipri.

   On the 19th of March, 2014 in the framework of preparation of the application for participation in the program "Group Students' Trips to Germany", which is organized by the German Academic Exchange Agency (DAAD), there was held a competitive selection among the students of the Faculty of Public Administration and PhD students of the ORIPA.
   The members of the competitive commission, which included: M.Popov - Dean of the Faculty of Public Administration, I.Chernyayeva - Head of the chair of Ukrainian and foreign languages, A.Mayev - Head of the International Relations Sector, Y.Alyeksyeyeva - Chief Specialist of the International Relations Sector, I.Kusplyak - Leading specialist of deanery of the Faculty of Public Administration, have talked to each candidate and by the results of interview have identified candidates in this program.
   The program provides a study visit to Germany, during which the participants will have the opportunity to deepen their knowledge in their specialty, to meet with German students and researchers, to listen to the lectures on public administration and local self-government, to get acquainted with the economic, political and cultural life in Germany. The visit will take place in October 2014 with the approval of the application of the institute and providing financial support from DAAD.

   On the 20th of February, 2014 at the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine, was held a subject meeting "International projects and programs as part of civil servants training". Among the participants there were the Head of Press and Public Relations Unit of the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) Anne Leinonen and PR Associate Dariia Pokhliebaieva.

   On the 20th of February, 2014 at the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine, was held a subject meeting "International projects and programs as part of civil servants training".    On the 18th of February, 2014 the Director of the Institute M. Izha and Head of the International Relations Sector A. Maev were invited to the meeting with the employees of the Consulate General of China in Odessa. The Acting Consul General Yu Chung Li and the Consul for Culture and Education Sung Yang Wei represented the Chinese diplomatic mission.

   On February 18, 2014 Odessa regional institute of public administration of the National academy of public administration, Office of the President of Ukraine, hosted presentation of the business plan competition for students of specialty "Project Management". This presentation was held by head of Ukrainian and Bavarian management training center of the Bavarian house in Odessa Svetlana Bogdanova.
On December 17, 2013 there was held a videoconference on international cooperation between the National academy of public administration, Office of the President of Ukraine, and its regional institutes. Staff of the International relations department of the National academy and staff of other organization departments responsible for international cooperation attended the event. On December 17, 2013 there was held a videoconference on international cooperation between the National academy of public administration, Office of the President of Ukraine, and its regional institutes. On December 11, 2013 in Odessa regional institute of public administration of the National academy of public administration, Office of the President of Ukraine (ORIPA) was held a lecture "European Union Institutions" by associate professor of the Regional policy and public administration chair N. Kolisnichenko. This lecture was held in the framework of the course "Borders of Europe" for students from partner universities of the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM).
On the 10th of December, 2013 there was held a videoconference between the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) and the North-West Institute of Administration of the Russian Presidential Academy of National Economy and Public Administration (NWIA, St. Petersburg, Russia) on the topic: "The implementation of youth projects in higher educational establishments in Russia and Ukraine: experience of the NWIA and the ORIPA".
On December 4, 2013 the first deputy director of Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) A. Akhlamov paid a working visit to the Academy of Public Administration, Office of the President of the Republic of Moldova (Chisinau).
On the 29th of November 2013 the Director of the Institute M. Izha, deputy director of the short-term training - Chief of Department of advanced training S. Davtyan and Associate Professor of the departement of European Integration V. Komorowski on the invitation the Consul General of Romania in Odessa took part in the reception on the occasion of the National Day of Romania.
In the period from 10 to 16 November 2013 Mrs. K. Kozlyar, methodist of the Chair of Project Management of the ORIPA NAPA, Office of the President of Ukraine, participated in the Internship program "Modern university: a project approach to organization of work in accordance to provisions of the European Qualifications Framework" in Lodz (Poland). Participants of this event, which was organized by the Foundation "Central European Academy Studies and Certification" (CEASC, Poland) in collaboration with the University of IT technology (WSIiU) (Lodz) and the European Foundation Centre (BFE, Poland), were: research and teaching staff of higher educational institutions of Ukraine, methodological and administrative staff.
From 5 to 27 October 2013 students of the Faculty of public administration Gribova Tatiana and Sergey Romanovich took part in the study visit to Gustrow, organized by the Institute of Public Administration , police and law of the Federal State of Mecklenburg - Vorpommern (Germany).
In the period from 23 to 26 October 2013 director of Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA), Mykola Izha visited the North-Western Institute of Administration of the Russian Presidential Academy of National Economy and Public Administration (NWI RANEPA, Saint - Petersbourg).
On October 17, 2013 Head of Delegation of the European Union to Ukraine Jan Tombinski and famous Ukrainian public figures, members of the initiative group "First of December", Vyacheslav Briukhovetskiy, Miroslav Popovich, Evgeniy Sverstiuk and Daniil Lubkivskiy visited Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) and met the students, graduate students and the staff of our educational institution.
In the framework of cooperation between the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) and the Beijing Administrative College (BAC) the delegation of Chinese educational establishment stayed in Ukraine from 09 to 13 of October 2013. The delegation, which was composed of six persons, was headed by Vice Director of BAC Mr. Zhang Ning.
On the 30th of September 2013 the Director of the Institute M. Izha and the Head of International Relations A. Mayev by the invitation of the Consul General of China in Odessa took part in a reception on the occasion of the 64th anniversary of founding of the People's Republic of China.
Within the framework of the seminar on "System of Modernization of professional training of civil servants and local government officials in the context of European integration policy", held at the Institute on the 25th of September 2013, the Director of the Institute M. Izha had a meeting with the Head of Civil Service of the Republic of Poland Slawomir Brodzinski and Head of Centre for Development and Innovation of National School of Public Administration of the Republic of Poland (KSAP) Dr. Marcin Sakovych. During the meeting the sides have discussed professional training of civil servants, reform and development of the civil service of both countries, emphasized on the importance of mutual exchange of experience in this field.
On the 23 of September 2013 by the invitation of General Consul of the Republic of Armenia in Odessa George Mouradian the Director of Institute M.Izha, deputy director of the short-term training - Chief of Department of advanced training S.Davtyan and Chief of International Relations Department A.Maev took part in a reception on the occasion of the 22nd anniversary of Independence of the Republic of Armenia.
Meeting of club of the Ukrainian-German economic experts took place at the Ukrainian-Bavarian Management Trening centre (UBMT), in which took part head of the department of public administration and local self-government L. Prikhodchenko and professor of the department of management of organizations S. Yaromich.
On the 19th of September 2013 N. Kolisnichenko, Associate Professor of Regional Policy and Public Administration, PhD of public administration took part in the international scientific-practical conference "Development of the institute of civil service in the regions: international and Russian experience", which took place in Orel branch of the Russian Presidential Academy of National Economy and Public Administration (Orel, Russia).
In the period from the 28th of June to the 03rd of July, 2013 the delegation of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) headed by the Director Dr. Mykola Izha paid a working visit to Beijing Administrative College (BAC, Beijing, China). The delegation included the Head of International Relations Department Andrii Maiev and the Head of Project Management Department Prof. Tetiana Bezverkhniuk.
From 14 to 18 July 2013 student of the Faculty of Public administration Balagura E. and student of the Faculty of Management, specialization "Project Management", Kubrak A. participated in a study visit to Brussels, organized by the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM). According to the Cooperation agreement between EUBAM and partner higher education institutions in Odessa, students of Odessa National I.I. Mechnikov University, National University 'Odessa Law Academy', Odessa State Economic University and Odessa State University of Internal Affairs passed the competition and also took part in the visit.
From 1st to 13 July 2013 a group of representatives of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA NAPA), for the second consecutive year, participated in an international study program for Support of democracy in Ukraine "Summer School of Economics and Law" which took place in Germany (Berlin). Participants in the program were 23 Ukrainian young specialists from Kiev, Lviv, Kharkiv, Dnepropetrovsk, Zaporozhie and Odessa, and they were selected on a competitive basis. One of major requirements for the program was a good command of English, as all lectures and seminars were in English.
On the 1st of June, 2013 Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) was visited by the delegation of the Berlin School of Economics and Law (Germany). The delegation included the professors Oesten Baller and Wolfgang Schoneweg as well as 8 students of the German school.
The celebration of the 20th anniversary of the foundation of the "Bavarian house" in Odessa was attended by the representatives of the Institute: Professor of Public Administration and Local Self-government Chair, Dr. Lyudmila Prihodchenko and Professor of Management of Organizations Chair Dr. Svitlana Yaromich.

On the 28th of May 2013 a thematic meeting "The ways of implementation of the General operational program "Romania - Ukraine - the Republic of Moldova 2007 - 2013" was held on the basis of the Odessa regional institute of public administration of the National academy of public administration, Office of the President of Ukraine. The event took place within a thematic short-term seminar: "Legal and practical aspects of the organization and conducting of organizational and personnel work in local self-government bodies". The seminar was conducted for chiefs and specialists of organizational departments of the district councils of the Odessa region.

On 25 April 2013 a XIV annual All-Ukrainian students' scientific and practical conference with the participation of international specialists: "Modern Management: models, strategies, technology" was held in the ORIPA.

On the 25th of March 2013 deputy-director and head of In-service training division, Dr. Stepan G. Davtyan and Andrii Maiev, head of International relations department, participated in a ceremonial reception on the occasion of the Independence day of the Hellenic Republic. The event took place in the recreation centre "Renaissance" and was organised by the General consulate of Greece in Odessa.
From the 6th to the 10th of March 2013, the leading specialist of the International relations department of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA), Valentina Zalepanchuk took part in the EU Study Days in Ukraine, which was organised by Delegation of the European Union to Ukraine in cooperation with the Ukrainian education centre of reform.
On the 6th of February, 2013 the presentation on the subject "Business Plans Contest - Support to Development of Medium and Small-scale Business in the Odessa Region" was held at the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA). The presentation was conducted by the adviser of Bavarian House in Odessa Karl Walter and the employee of the Ukrainian-Bavarian management-training-centre Zhanna Demicheva.
On the 25th of January, 2013 a videoconference between the cities - partners Odessa and Taganrog (Russian Federation) was held on the basis of the Odessa Regional Institute of Public Administration of the NAPA Office of the President of Ukraine. The event was carried out within the limits of the scientific and practical conference "In the orbit of Chekhov: spiritual and moral aspect". Among the participants of the action there were teachers and schoolchildren of the partner cities. The event was devoted to the 20th anniversary of the establishment of the partnership between Odessa and Taganrog.
On the 12th of December 2012 an International Scientific Conference in video mode on the topic of "Socio-Economic Development and Fiscal Reform in Ukraine and Russia" was held by the Department of Economic and Financial Policies of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA).

On the 5th of December, 2012 the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) hosted a lecture ,,The Institutions of the European Union", which was held by the Associate Professor of Regional Policy and Public Administration Chair Dr. Natalia Kolisnichenko.
From the 18th to the 22nd of November 2012, three students of Public Administration Faculty of the Odessa Regional Institute of Public Administration, of the National Academy of Public Administration, Office of the President of Ukraine Vitalii Shvets, Sergiy Romanovich and Natalya Naumova participated in an International Educational Seminar in Warsaw, Poland.

On the 6th -7th of November 2012, L. Prikhodchenko, Doctor of Science in Public Administration and Professor of the Chair of Public Administration and Local Self-Government at the ORIPA NAPA, Office of the President of Ukraine, participated in the VIII International Scientific Conference on ,,Reformation Systems for Public Administration in the Russian Federation: Traditions and Innovative Practice". The event was held in Bryansk at the Russian Academy of National Economy and Public Administration, Office of the President of the Russian Federation (Bryansk Branch).
On the 2nd of November 2012 the International scientific-practical conference,, Modern Trends in Public Administration: Theory and Practice", was held at the Odessa Regional Institute of Public Administration the NAPA, Office of the President of Ukraine.
Within the framework of cooperation of the National Academy of Public Administration, Office of the President of Ukraine and its Regional Institutes and the Higher School of Public Administration, Policy and Law in G?strow, from the 6th until the 28th of October 2012, Gevorg Davtyan, the second year student of the Public Administration Faculty of the ORIPA NAPA, Office of the President of Ukraine, together with other students of the LRIPA NAPA, Office of the President of Ukraine, took part in an international program on the basis of the German school in G?strow (Germany).

Consul General of the People's Republic of China in Odessa U Xiaoying and Consul for Culture and Education Sun Yanvey visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA), on October 17, 2012.
According to the order ¹ 1765 of the Cabinet of Ministers of Ukraine "On the conduction of the Richelieu academic lectures in Odessa" dated the 2nd September 2010 from the 25th to the 26th of September 2012 an annual Richelieu lecture was held at the National University "Odessa Law Academy" on the topic: "The development of the public service and local authority institutions in the light of administrative reform in Ukraine."
On the 28th of September, 2012 the director of the Institute Dr. Mykola Izha took part in the solemn reception on the occasion of the 63rd Anniversary of the foundation of the People's Republic of China.

From the 26th to the 31st of August 2012 the second year student in "Project management" at the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA), Lepyokhina Katerina, took part in a study visit to the city of Krakow (Poland) with a group of 12 students from different countries. All participants of the trip, which was organized by the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM)

Gabriele Baumann, head of representative office of the Konrad Adenauer foundation in Ukraine visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) on the 31st of July, 2012.
Student of the faculty of Public Administration, Tetiana Syomova and the leading specialist of the organizational and educative sector of HR department, Anna Havrysh had a study visit to Brussels, which was organized by the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) from the 15th to the 20th of July, 2012.
From the 1st to the 13th of July, 2012, a group of representatives of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration (ORIPA) first participated in the international academic program aiming at supporting democracy in Ukraine, "Summer School of Economics and Law", which was held in Germany, Berlin. Due to competition results, 24 Ukrainian students were selected for the program from Kiev, Lviv, Kharkov, Dnepropetrovsk, Zaporozhye and Odessa. The main requirement for participation in the program was a good knowledge of English as all activities were in English. Group members were students of the faculty of Public Administration I. Mikhailovych, T. Syomova, M. Lemets and post-graduate student A. Shtefanyuk.
From the 24th of June to the 1st of July, 2012 students of the faculty of Public Administration, specialty 'Public Administration', of Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA), Iryna Mikhailovych and Tetyana Shablya took part in Summer School "Borders of Europe", which was held by the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) in Odessa.

The tenth international scientific forum was held at the North-West Institute of the Russian Presidential Academy of National Economy and Public Administration (NWI, St.-Petersburg, Russian Federation). The forum was devoted to the 1150th anniversary of the Russian statehood. Within the limits of the forum the representatives of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) took part in the Summer school of the PhD students of NWI and ORIPA.

From the 18th till the 27th of May, 2012 the representatives of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) took part in the German-Belarus-Ukrainian international seminar "Necessity of transformation and development of modern state".

On the 31st of May, 2012 Mr. Vitaliy Nasipaniy, Chief specialist of the International Relations Department and 6 first year students of the specialty "Project Management" took part in the study-trip to Border Crossing Point "Kuchurgan" on the Moldavian and Ukrainian border. This event was realized for students of partner universities of the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM).

On the 19th of May, 2012 Dr. S. Popov the Deputy Director of Scientific Work of the Odessa Regional Institute of Public Administration of National Academy of Public Administration, Office of the President of Ukraine and V. Nasipaniy the Chief specialist of International Relations Department took part in "round-table discussion" on the issues of the international cooperation, which took place in the Odessa I.I. Mechnikov National University.

On the 14th - 15th of May, 2012 Dr. Mykola Izha the Director of the Odessa Regional Institute of Public Administration of National Academy of Public Administration, Office of the President of Ukraine (ORIPA) and Andrii Maiev the Head of International Relations Department participated in the meeting on issues of development of strategic cooperation between the National Agency of Ukraine on Civil Service, National Academy of Public Administration, Office of the President of Ukraine (NAPA) and Regional Institute of Administration of Nantes and Lille (France).

From the 16th of April till the 4th of May, 2012 Mr. Andrii Maiev the Head of International Relations Department of the Odessa Regional Institute of Public Administration of National Academy of Public Administration, Office of the President of Ukraine (ORIPA) took part in the internship in the Ministry of Foreign Affairs of the Federal Republic of Germany in Berlin.

In the period from the 15th to the 20th of April, 2012 Anastasiia Bobukh and German Karpenko, the ORIPA's students of the specialty "Project Management", took part in the internship course on the bases of the Highest Bank School in Gdansk (Poland).

From the 11th till the 16th of April, 2012 prof. Andreas Knorr and Dr. Rahel Shomaker representatives of German University of Administrative Sciences Speyer (DHV Speyer) and Dr. Nils Otter from the Carinthia University of Applied Sciences (UAS, Austria) visited the Odessa Regional Institute of Public Administration of National Academy of Public Administration, Office of the President of Ukraine (ORIPA).

From the 31st of March to the 7th of April, 2012 the group of representatives from the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA), took part in the International Educational Program of In-service Training for Civil Servants in the Field of European Integration and Public Administration.

In the framework of collaboration of the National Academy of Public Administration, Office of the President of Ukraine and its regional institutes with the Higher School of Public Administration, Police and Law of Gustrow (Germany), the MPA program graduate of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) Mrs. Kornienko Tatyana passed the second phase of her internship at German educational establishment from the 3rd till the 25th of March 2012.

On thå 26th of March, 2012 within cooperation of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office oft the President of Ukraine (ORIPA) and European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) the lecture "The best practices of the European Union in anticorruption" was held at the institute. The lecture was presented by the expert of EUBAM Mrs.

On the 17th of February, 2012 Joanna Strzelczyk, Consul General of the Republic of Poland in Odessa visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA).

The 14th of February, 2012 there was held a videoconference on the theme "Extra educational, cultural and leisure-time activity of the institution" between the Orel branch of the Russian Presidential Academy of National Economy and Public Administration (Orel, Russia) and the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA).

On the 10th of February, 2012 Mrs. Anett Geithner, the Representative of German Academic Exchange Service (DAAD) visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA). Within the visit Mrs. Geithner met Dr. Mykola Izha, director of the ORIPA.

On the 26th of January, 2012 Mr. Andriy Maiev, the Head of International Relations Department of the Odessa Regional Institute of Public Administration of the NAPA, Office of the President of Ukraine, on the invitation of the Alliance Francaise in Odessa, took part in the inauguration of the exhibition of well-known French photographer Mr. Gerard Yuferas "Paris in love".

On the 17th of January, 2012 Mr. Sylvain Bano, the director of the Alliance Francaise in Odessa, and Ms. Polina Bilous, the director of the French language courses visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA).

    From the 11th to the 18th of December, 2011 the students of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) took part in winter school "Youth against corruption", which was organized by European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) in the Kishinev (Moldova). The participants from the ORIPA were: Usarova Julia, Shablja Tetyana (speciality "Public administration") and Lepyokhina Kateryna (speciality "Project management").

    From the 14th to the 16th of December 2011, the First Deputy Director of the ORIPA Prof. Dr. Anatoly Akhlamov and the Head of Library Department Victoria Makarova visited the North-West Institute of the Russian Presidential Academy of National Economy and Public Administration (NWI, St.-Petersburg, Russian Federation). The purpose of the visit was the participation in celebrating of the twentieth anniversary from the date of the foundation of the Russian educational institution.

    On the 14th of December, 2011 in the ORIPA NAPA Office of the President of Ukraine was held the presentation on the theme "Ttraditions of Tourism in Germany", which was conducted by German intern Vera Ilic. The audience of the presentation, organized by International Relations Department, consisted of the students of Public Administration Faculty, who know English.

    On the 1st of December, 2011 the theoretic-practical seminar "Public Policy of Regional Development" was held at the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) on the basis of Regional Policy and Public Administration Department.

    On the 29th of November, 2011 the director of the ORIPA Dr. Mykola Izha took part in solemn opening of Consulate General of the Peoples Republic of China in Odessa.

    The 2nd of November, 2011 7 representatives of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) took part in the study-trip to Border Crossing Point "Kuchurgan" on the Moldavian and Ukrainian border. This event was realized within Study Course "Borders of Europe" for students of partner institutions of the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM).

    From the 17th to the 22nd of October 2011 the associate professor of the Chair of Public Administration and Local Self-government of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) Dr. Andriy Krupnik participated in the training for demographic prognostics for instructors of a training course in economically well-founded planning of the territories development. The training took place in Ottawa (Canada) in the framework of the project "Development of the Opportunities to the Economically Substantiated Planning of the Development of Ukraine Urban Areas" (project REOP), which is realized in Ukraine by the Conference Council of Canada (CCC) with support of the Canadian International Development Agency.

    In the framework of collaboration of the National Academy of Public Administration, Office of the President of Ukraine (NAPA) and its regional institutes with the Higher School of Public Administration, Police and Law of G?strow (Germany), the MPA program student of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) Ms. Tatyana Kornienko has taken part together with the students of Lviv Regional Institute of Public Administration of the NAPA, in the international program on the basis of the German educational institution. The program took place from the 8th till the 30th of October 2011.

    From the 27th till the 30th of October, 2011 the delegation of North-West Institute of the Russian Presidential Academy of National Economy and Public Administration (NWI) visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA). The members of the delegation were Deputy Director of scientific work prof. Andrey Vasetsky and Adviser of director Anatoly Utkin.

    From the 27th to the 28th of October, 2011 the delegation of the Malopolska Regional Development Agency (MARR, Krakow, Poland) visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA). The delegation members were Deputy Directors of the Entrepreneurship Support Department, Mrs. Malgorzata Malek and Mrs. Anna Koserovska, and specialist in entrepreneurship support Mr. Konstantin Dudnik.

    The 19th of October, 2011 the lecture "EU Institutions and Bodies" was held at the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA). This event was realized within Study Course "Borders of Europe" for students of partner institutions of the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM).

    On the 14th of October, 2011 Dr. Hans-Jürgen Heimsoeth, the Extraordinary and Plenipotentiary Ambassador of Germany to Ukraine, Mr. Olexandre Kifak the honorary consul of Germany in Odessa and Dr. Anett Geithner, the official representative of German Academic Exchange Service (DAAD) visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA).

    From the 19th to the 25th of September, 2011 7 representatives of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) took part in the Belarus-German-Ukrainian international seminar "Policy and Administration in the Modern State" which was held in Minsk at the Academy of Public Administration under the Aegis of the President of the Republic of Belarus (APAPRB). The members of the delegation were: M. Mykolaichuk, Professor of the Economics and Financial Policy Department, A. Maiev, Head of International Relations Department, and also students of the specialty "Public Administration".

    Within the cooperation between the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) and the Hochshule Wismar - University of Technology, Business and Design (Mecklenburg-Vorpommern, Germany) 2nd year students of the faculty of management Yaroslava Ivanko, Kateryna Zlatina, Dariia Shynko and Viktoriia Nepomniushcha studied at the German educational establishment during one semester.

    On the 5-6th of September, 2011 a two-day training course "Improving the quality of the relationship between administration and the public" was held at Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA).

   In the framework of co-operation of Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) and German University of Administrative Sciences Speyer (DHV Speyer, Germany), PhD students Milena Pashkova and Svitlana Savenkova conducted individual scientific research on the basis of German educational establishment from the 2nd of July to the 31st of August, 2011.

   From the 31st of July to the 8th of August, 2011 the MPA student of the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) Pavel Kulyk participated in the Summer School "Youth Against Corruption" which was organized by the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) in Vadul lui Voda (Republic of Moldova).

   In the context of cooperation between the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA) and the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) the representatives of the institute took part in communicative actions which were organized by the Mission in summer, 2011.

   The 10th of June, 2011 Mr. Paul Darby, Director of Project "Development of the Opportunities to the Economically Substantiated Planning of the Development of Ukraine Urban Areas" (REOP) and Mr. Lubomir Chornii, the REOP Project Director in Ukraine, visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA).

   From the 1st till the 2nd of June, 2011 an expert of Twinning project Mr. Vitold Mikulovsky visited the Odessa Regional Institute of Public Administration of the National Academy of Public Administration, Office of the President of Ukraine (ORIPA). The main goal of the visit was the discussion of the guidelines of European experts to the project of the Report of Functional and the SWOT-analysis in order of the development of strategy for the increasing of the efficiency of National Academy of Public Administration and its regional institutes.
